Women in West and Central Africa represent the most deprived group of the population in spite of their paramount social and economic role. They have limited access to, and control over critical resources, as a result of social, cultural, and economic norms. UN Women’s work to support women’s economic empowerment in the region is centered around: (i) Improving women’s access to climate resilient agricultural value chains and green jobs in the context of the transition to the green economy; (ii) Promoting and strengthening women entrepreneurship; (ii) Enhancing women’s income security and social protection; and (iv) engendering macro-economic policies.

UN Women West and Central Africa is seeking to engage the services of a feminist economist to support country offices through analytic work and capacity building on different aspects of gender and macroeconomics.

Missions

 

The consultant will report activities under the overall guidance of the UN Women’s WEE Regional Policy Advisor, and under the direct supervision of the Regional Feminist Economist while working in UN Women’s in Country offices, and partners. The consultant shall deliver a number of services from the list below. Final deliverables will be defined based on specific demands from countries, from those in the list below:

Analytic work

  1. Develop methodology to conduct analysis to assess the economic cost of gender gaps and pilot methodology through country analysis;
  2. Conduct gender analysis of budget/public expenditure, including ex-ante and ex-post analysis depending on the needs, in order to support implementation of Gender Responsive Budgeting initiatives at the country level
  3. Develop a step-by-step guide to increase fiscal space for Gender Equality and Women’s Empowerment (GEWE) reform in low-income countries
  4. Conduct country level fiscal space analysis applying the guide in 3 countries in West and Central Africa
  5. Provide advice to countries on Gender responsive budgeting; gender in Integrated National Financing Frameworks (INFF) and any other gender-responsive financial costings using online and in-person modalities of technical assistance
  6. Adapt existing training materials on gender and economics and deliver training to different audiences (Government officials, UN Women staff, Parlamentarians, Civil society orgnaizations) on different aspects of gender and economics

The expected results at the end of the mission are as follow:

a)   Increased capacity of policy makers, civil society and other stakeholders in West and Central Africa to advocate and undertake gender responsive economic policy reforms

b)   Increased capacity of UN Women country staff in West and Central Africa to engage in policy dialogue and reform to promote gender responsive, inclusive growth

c)   Improve evidence focused on West and Central Africa to support gender responsive economic reform

Duration of the assignment and duty station 

This is a home-based assignment with travel within West and Central Africa. This assignment is for 60 days from 15th November 2021 to 15th November 2022. The consultant may travel for project-related workshops, safety regulations permitting. Costs of project-related travel will be covered by UN Women.

Payment

 

The payment of the services will be based on daily rate. It will be paid every three months upon the submission of timesheets indicating the number of days (or portions thereof), worked in the previous three months, and the tasks associated with those days.

Education

  • Master’s degree or equivalent in gender and economics.
  • A Ph.D. is an advantage.

Experience

  • Minimum 07 years of experience or proven track record in working on gender and macroeconomic issues in research, policy advice and capacity building.
  • Minimum 07 years of proven experience in conducting studies research, assessment and developing tools and instruments on economic from a gender perspective.
  • Good knowledge of quantitative techniques of analysis is required.
  • Research experience in areas of public or private financing policy for sustainable development is required.
  • Experience in the West and Central Africa is desired.

Language

  • Fluency in spoken and written English and French is required.
